In 2007, the United States Supreme Court's Gonzales v. Carhart decision upheld the Partial-Birth Abortion Ban Act of 2003. In response to this decision, abortion supporters in Congress acted quickly to introduce a bill called the Freedom of Choice Act (S. 1173, H.R. 1964) which would greatly expand federal protection of abortion rights. The bill states that "government may not deny or interfere with a woman's right to choose..." and would invalidate many federal, state and local abortion laws, including laws concerning parental involvement, restrictions on later-term abortions, mandatory counseling or ultrasound before abortion, conscience protection laws for health care providers and bans on partial-birth abortions.
